Kenya's Student-Centred Funding Model helps eligible students access government scholarships and loans for tertiary and TVET education.
The government student-financing portal/framework through which eligible students apply for scholarships and loans. First-time applicants use this unified platform to apply for both scholarships (which you do not repay) and loans (which you do).

Continuing students who previously received government scholarship and/or loan funding can apply for subsequent funding when the next application window opens.

Current HEF guidance says first-time applications are paperless and do not require applicants to print and physically submit forms. Retain the PDF or confirmation sent or provided by the system.
Government support may not necessarily cover the entire cost of a programme. Any remaining fee balance should be handled according to the official MMTVC fee structure and applicable funding arrangements.

Official HELB InformationHEF (Higher Education Financing) is the government student-financing portal/framework used to apply for scholarships and loans. HELB (Higher Education Loans Board) provides loans and bursaries to eligible students, including TVET trainees, and manages loan-related processes.
First-time applicants use the official HEF portal at hef.co.ke. Create and activate an account, complete your profile, upload required documents, select the First-Time TVET Scholarship and Loan pathway, then submit and track your application status.
Continuing students who previously received government scholarship and/or loan funding can apply for subsequent funding when the next application window opens, using the HELB Mobile App or USSD *642#, following the TVET Second and Subsequent Scholarship and Loan pathway.
